PRELIMINARY NOTICE OF RACE
1. Organising Authority
1.1. The organising authority for the National Squib Irish Championships 2009 is Quoile Yacht Club Castle Island Downpatrick
2. Rules
2.1. The regatta will be governed by the following documents:
(i) The Racing Rules of Sailing for 2009 to 2012;
(ii) The Prescriptions of the Royal Yachting Association
(iii) The Rules of the National Squib Class;
(iv) This Notice of Race and any amendments thereto; and
(v) The Sailing Instructions and any amendments thereto.
In the case of a conflict between the Notice of Race and the Sailing Instructions, the wording of the Sailing Instructions shall prevail.
3. Advertising
3.1. Advertising will be restricted to Category A.
4. Eligibility
4.1. The regatta is open to all boats of the National Squib Class. All boats may be weighed, and must have a valid
measurement certificate, which must be presented at registration. A check for safety equipment specified in the class rules may occur at any time.
5. Entry
5.1. Entries may be made by downloading the entry form available on the Quoile Yacht Club website www.quoileyc.com and sending it with the required fee to the address indicated on the form.
5.2. Entries shall not be considered to be valid unless accompanied by the correct fee.
5.3. Entries must be received, together with the correct fee, before the Race Office closes on the morning of Saturday 1st August, at 09:15 hrs. The Race Office is scheduled to be open from 18:00 to 20:00 on the Friday evening.
5.4. Entry Fee for entries received on or before Friday 24th July 2009: £85.00/€100.00
Fee for entries received after Friday 24th July 2009: £105.00/€120.00
Currency for event is £ Sterling however entrants may enter using Euros at above rates. Euro payments will be lodged in our bank and converted to sterling at the daily rate applicable. The outstanding balance to or from the entrant will be payable in sterling at registration for the event. Note. QYC does not have Credit/Cash/Debit card facilities.
5.5. Entry fee includes lift-in, lift-out and pontoon berthing. It also includes Friday evening reception and shuttle bus to surrounding guest houses and hotels if required.
6. Schedule
6.1. The championship schedule is as follows:
Friday, 31st July Arrival & Launching
Competitors briefing 1900
Registration 18:00 to 20:00 (Race Office open)
Saturday, 1st August Registration 08:45 to 09:15 (Race Office open)
Race Nos. 1, 2 & 3 11:30 (first warning signal)
Sunday, 2nd August Race Nos. 4, 5 & 6 11:30 (first warning signal)
Monday, 3rd August Race No. 7 11:30 (first warning signal)
Boat Retrieval
6.2. Succeeding races will commence as promptly as possible after the finish of the previous race.
6.3. There shall be no Warning Signal made after 13:00 on Monday, 3rd August 2009.
7. Scoring
7.1. The low point system of Appendix A will apply.
7.2. 4 races are required to be completed to constitute a series
7.3. (a) When fewer than 5 races have been completed, a boat’s score will be the total of her race scores.
7.4. (a) When 5 or more races have been completed, a boat’s score will be the total of her race scores excluding her worst score.
8. Racing Area
8.1. Races will be sailed in Strangford Lough on one of two available race areas.
8.2 The Killyleagh Race area is about 3 miles from the club. Limestone race area is about 5 from the club. A towing service may be available however competitors should be aware that the lateness or non availability of a tow is not grounds for a protest or redress.
9. Courses
9.1. Courses will be windward - leeward. A leeward gate may be used at the discretion of the Race Committee.
10. Change of Helm or Crew
10.1. There shall be no change to the Helm or Crew nominated at registration without the written permission of the Race Committee.
10.2. Permission being granted for a change of Helm by the Race Committee does not permit that entry to combine the results achieved by the different Helms towards the overall Championship Result. The results for the different helms shall be calculated separately as though there where multiple entries.
10.3. The helm may change positions with the crew on a downwind leg of the course or in an emergency.
10.4 Both the helm and owner must be members of the NSOA.
11. Radio Broadcasts
11.1. The Race Officer may, at his discretion, broadcast to the fleet on VHF radio channel 37(M1). Any such broadcasts will be additional to the standard racing signals and will be relevant but not essential information for the competitors. Any such broadcasts can be expected to relate to additional information regarding any matter relevant to the racing and the starting procedure in particular, e.g. weather conditions, reason for postponement, comment on general recall, change of mark, shortening of course, second race to be sailed, abandonment of race, etc.
11.2. All radio broadcasts by the Race Officer are defined as information freely available to all boats, in accordance with Rule 41(d).
12. Scrutineering & Measurement
12.1. Boats may be scrutinised or measured at any time during the advertised Event Dates at the discretion of the Race Committee or the individual measurers.
13. Sailing Instructions
13.1. Sailing instructions will be available at registration.
13.2. The sailing instructions may also be available on the Quoile Yacht Club website. (www.quoileyc.com )
14. Berthing
14.1. Boats are likely to be rafted within the pontoon area. Consequently each boat is required to ensure that it has sufficient warps and fenders of appropriate size.
15. Hauling out restrictions
15.1. All boats shall be afloat by the warning signal for the first race, and shall not thereafter be removed from the water before the end of the event except with the prior written permission of the Race Committee.
15.2. Any boats permitted by the Race Committee to be removed from the water to inspect damage and/or effect repairs shall not be scrubbed or cleaned below the waterline other than is necessary to effect repairs and must be re-launched as soon as possible.
16. Prizes
16.1. The leading three boats in the championship will be awarded gold, silver and bronze ISA medals, respectively.
16.2. Prizes will be awarded as follows.
Overall winners trophy
1st - 6th place overall
1st - 3rd place in Silver Fleet
(Composition of Silver Fleet will be decided by the Organising Committee after day 1)
ISA gold, silver and bronze medals will also be awarded to the first three boats overall.
16.3. A prize will be awarded to the leading boat in each championship race, who has not already won a race prize.
16.4. Prizes will be presented after racing on Monday, 3rd August 2009, protests permitting.
17. Safety
17.1. Entrants are reminded that it is good practise for all persons aboard open boats of less than 6m to
wear suitable personal flotation devices at all times.
17.2. Entrants are strongly recommended to carry a VHF radio while afloat for safety purposes.
17.3. All boats are required to carry a suitable compass.
18. Social Programme
18.1. A Championship dinner will be held on the Saturday evening, which will be the subject of an additional charge.
There is a reception planned for Friday evening. Other social events are planned for Sunday evening.
Breakfasts will be available in the clubhouse from 8:30 daily. Packed lunches are available but should be booked daily.
A complimentary minibus will be available from 1800 hrs to transport competitors to and from the club.
18.2. Competitors are granted temporary membership of Quoile Yacht Club for the duration of the event, subject only to the provisions of the Club Rules for withdrawing or withholding such membership. All competitors are invited to avail of the facilities of the Club during the event.
19. Insurance
19.1. Each entry shall have adequate valid third party liability insurance.
19.2. Visitors from overseas are particularly reminded to check that their Insurance Policy covers sailing in Irish waters.
20. Car Parking/Camping/Caravans
20.1 Visitors are requested to follow the advice of the marshals when parking cars and trailers on site.
20.2 The club can accommodate a number of tents and caravans on site. This would be on a ‘first come first served’ basis and must be booked with the organisers.
20.3 The club may be able to accommodate visitors in Quoile members’ caravans already on site. Again this would be on a ‘first come first served’ basis. More details elsewhere.
